Program Management Officer (Assistant Director)

Duties
The Program Management Officer (Assistant Director) GS-0340-15 position serves as one of two Assistant Directors for the Waco Regional Office (RO) of the Department of Veterans Affairs, Veterans Benefits Administration (VBA). The Assistant Director for Operations has full-delegated line authority and responsibility for the administrative, financial, logistical, and personnel activities assigned to the Veterans Service Center (VSC). Other duties include:
  • The incumbent is responsible for the establishment of the Waco Regional Office policies and procedures consistent with national mandates; provides executive leadership and direction for subordinates in the investigation and solution of problems arising in the administration of Veteran's program and services.
  • Oversees compensation and pension (C&P) program area which includes functional operations and activities pertaining to the adjudication of claims, and the determinations of entitlement and the awarding of financial benefits.
  • Responsible for establishing and maintaining effective public relations with the Veteran population, Veterans organizations, public officials, state and local government officials, education and training establishment officials, and the general public.
  • Oversees the preparation of budget estimates, ensures effective budget control and has responsibility for the distribution of personnel and allotted funds to provide essentials services in an efficient and effective manner ensures maximum effectiveness through manpower and equipment utilization.
  • Represents VBA on numerous committees involving other government agencies and outside organizations with authority to make decisions in accordance with applicable laws, rules and regulation.

Qualifications & Evaluations
  • To qualify for this position, applicants must meet all requirements by 09/08/2017.
    Time-in-grade: Applicants who are/were current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level.
    Specialized Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
    Specialized Experience Is Defined As Work That Involves
    To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization.
  • Establishing priorities and determining resource needs to meet program objectives;
  • directing, coordinating, and approving a full range of personnel management actions and organizational change proposals;
  • directing comprehensive and complex program reviews; AND
  • monitoring and controlling program progression and effectiveness through analysis of policies, directives and organizational short and long range goals.
  • Such experience is to be substantive and relevant and may have been gained in roles in Program Management, Administrative, Management and Program Analysis Series or similar positions.

Position Summary:
Position handles excess severity, which have moderate to high monetary exposure to the company. This includes making coverage determinations, investigating the loss, conducting an independent assessment as to the company's exposure, participate in developing and implementing the most cost effective and timely disposition and litigation plan to ensure the claims closure via settlement or litigation. Position requires travel to attend meditations and trials.
Performance Objectives:
(1) determine the scope and extent of available coverage. Re-evaluate coverage as warranted. Clear and concise written and verbal communication with insureds, brokers and underwriters; (2) prepare and execute investigation strategies which identify critical issues effecting liability, causation and damages and consider opportunities of third-party contribution.; (3) independently negotiate claims after obtaining the appropriate authority. Document evaluation, thought process, and strategy. Utilize ADR as appropriate and necessary; (4) Effectively strategize and budget the litigation of each claim through discussions with counsel, vendors and insureds. Establish with defense and coverage counsel clear ground rules in order to maintain financial control of budget and expenses; (5) Make regular and appropriate contact with internal and external customers. Give guidance to insured and/or broker to manage expectations.
The Ideal Candidate Should Have:
- 4-6 years Commercial/ Industry claims experience.
- Excellent communication skills (verbal/ written) and negotiation skills.
- Advanced experience and capabilities in litigation claims management, including ADR and mediation processes, involving auto/GL exposures.
- Experience attending and controlling cases at meditations/ settlement conferences, pre suit, post suit, pre trial and post trial.
- JD preferred

Executive Director -Chief Medical Officer - Investigative Drug Development

Connecticut based leader in neurological investigative drug therapy seeks an experienced Chief Medical Officer to round on their accomplished executive team and to lead Phase I-III clinical trial efforts.
As the CMO, this person will be pivotal in advancing company’s neurology and spinal cord related clinical development treatments. If you are a effective and committed leader as well as a strategic thinker skilled in effectively utilizing consultants and contract research organizations to conduct clinical studies, this could be an intriguing leadership opportunity to showcase your talents and expertise.
Successful candidates will have a strong track record of success collaborating with colleagues and advancing clinical trials both efficiently and effectively. (ie: Possessing a deep knowledge of Protocol design, experience in working with Key Opinion Leaders and overseeing, implementation, and execution of successful clinical trials.)
MD, MD/PhD with 8+ years of leadership experience in investigational drug development experience in a relevant therapeutic specialty - neurological and/or spinal cord related research projects and medical affairs. Direct expertise in Phase I - III clinical trials, and/or serving as principal investigator with a background in clinical trial design and protocol development. Familiarity with ICH guidelines and FDA requirements. A working knowledge of biostatistics as relevant to the design and analysis of clinical trials and prior experience at senior levels working in and/or leading cross-functional teams
